pquit() doesn't actually exit the command line

sys.exit(0) is at the end, but it doesn't quit it. At the very end, on system exit, the whole try/except for the irc process passes, so that shouldn't be a problem. The bot disconnects and starts the .bat file, so it goes that far. sys.exit(0) simply doesn't exit.
