Describe the bug
After the installation the keyboard layout and language are swapped.

To Reproduce

boot from antergos-18.12-x86_64.iso (downloaded Dec-09-2018, Cnchi 0.16.21)
in the boot options keep the language at English, but change the keyboard to German
boot
install (keeping the installation language at English, location Germany)

Expected behavior

after installation (booting from hard disk) the system language should be English and the keyboard layout German, too
