restore after download with rebalacedDisk doesn't work #1034

download works good but restore try to search in default disk

following actionable items need to apply:

try to reproduce bug with ATTACH PART for rebalanced disk
delete exists directory with the same part name from detached folder from all system.disks before copy
copy to detached/backup_<part_name> and rename when finish
improve error message when disk not found in table disk_path, add check SELECT * FROM system.storage_policies
