I've noticed a bug with the small and medium General Launch Base, where the wheels float noticeably (0.5-1 m) above the stock pad. The bug appears whether the Clamp Parts are turned on or off, and regardless of the base's height in the VAB (with one exception: if Clamp Parts are on and the base is higher than the bug's level, that height is preserved). I am able to reproduce the bug with KSP 1.12.5, MLP 2.8.0, B9 Part Switch 2.20.0, CCK 112.0.1, MM 4.2.3, Staged Animation 2.0, and nothing else installed.
I don't see an analogous bug with the micro, mini, or large bases; their minimum placement looks natural. I have not tested extra large.
