Distutils is deprecated and removed in Python 3.12 #35

Package still uses distutils e.g. https://github.com/AllianceSoftware/django-allianceutils/blob/master/src/allianceutils/api/parsers.py#L1C1-L1C37

We will need an alternative implementation in order to support Python 3.12 and up.
