Is there an existing issue for the same bug?

Describe the bug and reproduction steps

Workflows that are running on PR 4908 in the current repository are failing
NOTE:
PR 4908 is a dependabot PR to update multiple packages, you know all about that.

  1. Retrieve the workflows that ran on PR 4908 and their status
  2. Understand the cause of the failure.
  3. It is possible that you need to modify workflows or pin packages to fix it.
Prefer to use the GitHub API. You can use the GITHUB_TOKEN environment variable. You do not need to modify tests for this task.

The cause here was poor ole' VM on CI running out of resources when installing nvidia cuda. Addressed by #5239 and related.
