Improvement of the scopes list view on the Budgets component landing page

Is your feature request related to a problem? Please describe.
As a participant, when I get to the participatory budget landing, it is not clear to me that in order to vote I have to click on the list of scopes.

Describe the solution you’d like
I want to have a view where the actions I can perform are clearer. For this I want to see the list of scopes with:

• The available budget for each scope
• The budget description
• A button to access the budget for each scope.

Describe alternatives you’ve considered
Another possibility would be to be able to access through a map to graphically represent the scopes, but it implies the integration of another module.
