Liver and vessel segmentation: RVesselX

The RVesselX Slicer plugin is for segmenting the liver and liver vessels. The vessel segmentation seems to be semi-automatic with quite a few steps, but we should probably see if this is something we want to combine with Slicer-Liver or if we want to coordinate our effort with these people in some way. This is kind of the preprosessing step of our procedure.
