Documentation: List the features and the supported release

Description

Before doing an official release of the rt-mbms-tx-for-qrd-and-crd transmitter we need to collect the supported features and also identify the release version we are supporting. From my understanding, this transmitter has Rel-9 and Rel-12 functionalities?

Ok, this is a standalone transmitter which operates without unicast and only delivers MBSFN subframes. Registration and authentication procedures are not available.

The frame structure and PHY layer is based on FeMBMS/unicast-mixed cells as per https://www.etsi.org/deliver/etsi_tr/136900_136999/136976/17.00.00_60/tr_136976v170000p.pdf

The transmitter is configured, by default, with PLMNId 90156 which allows for Receive Only Mode reception.

Compatible UEs can receive the MBSFN subframes with the proper EARFCN and PLMNId configuration without registration.
