在原有的基础是必须修改watchdog.conf 文件后，才能生效，是否可以改成：

  1. 增加在线开通/关闭功能，通过输入命令 /OPEN 或 /CLOSD 来操作；
  2. 赋予 DATAADMIN 有开关闭的权限。
