Cloud Storage as a Product Feature

As a strategic priority for Product development, we should improve our documentation and support around user facing cloud storage. My intention is to use this issue to track how "cloud storage" should be positioned as product feature. This may include scoping new engineering development for a required for a future cycle. At minimum, it should document what we are able to support for cloud storage.

This issue builds upon the specific task described in

• Enhance user experience around cloud storage via better integration with jupyterlab and notebook server environment features#10

We've now had a few community requests related to "how to use storage in the cloud". I need to pull those requests together and see if we can distill some common themes about the needs of our users.
