Add main configuration via yaml file

The number of configuration parameters has significantly increased over time.
It become cumbersome and not handy to pass all of them via environment variables.

DoD:
Current parameters (except, maybe, for rates file) can be set via single configuration .yaml file, and can be overwritten by CLI/ENV.
