User ID Whitelist #217

It would be usefull to have the possibility to add a user id to a whitelist.

This would solve the issue that Shiedly remove other bot added by a group admin before he can set the bot as group administrator.

Or, is there an other way to address this issue, in example suspending Shieldy for a while?
