Shieldy not posting greeting message/capcha on a group with the new topics enabled #196

when a group has "topics" enabled shieldy will need some way of replying to the first pinned message for that topic on every one of its messages to allow users to select which topic in a group to post the messages to. for now we have to have topics disabled because shieldy no longer posts that message with it enabled.
