Add Microsoft Teams notifications for status changes #6

To do this we'll need:

  • Teams API key / secret / webhook URL
  • A way to keep track of status changes

Acceptance criteria:

  • Notify once for each status change (down -> up, up -> down).
  • Red message for down, green/blue message for up.
